Three properties tell you whether a system is producing an operating picture or just a pretty dashboard.
It is queryable.
A picture you cannot ask questions of is a wallpaper, not a system.
An operating picture answers a question that the analyst hasn't asked yet — at the granularity of a single observation. The interface is plural: SQL, natural language, programmatic, alert-driven.
It carries provenance.
Every observation carries the record of its origin. Every query result carries the chain of records that produced it.
Operators don't trust answers they can't verify. Provenance is the technical artifact that makes verification cheap.
It is composable downstream.
The picture is not the destination. Decisions and actions are. An operating picture lets the next layer — reasoning and execution — read from it without losing what was originally there.
If your picture cannot be read by the system that turns evidence into decision, you have built an island.
